The HRMO focuses and strengthens the capacity of the Treasury Board Secretariat (TBS) to fulfil its responsibilities as 'employer' for the core public service. This is an essential part of a human resources management framework that enables the federal Public Service to manage more efficiently the people who deliver government programs and services to Canadians, and that promotes effective employer-employee relations in the Public Service of Canada.
